When a Hunt director assembles a panel, are the panel members required to be event participants? I was under the impression that they weren't, but found this under the coonhound rules- nite hunts- Master of Hounds(moh)/ Hunt Director (hd) section:

*Panel Responsibilities

A panel of qualified EVENT PARTICIPANTS needs to be formed in two situations. First, in the event a Formal Complaint is filed in a MOH Format event. Also, when a question is placed on the card in a HD Format event. Complaint panels should consist of three individuals who are CURRENT ON ALL NITE HUNT RULES and policies. They may or may not be club members with primary concern going towards finding individuals that are knowledgeable, honest and impartial.

I've seen several references to loafers at clubs being on panels; doesn't this contradict that?

LMO!!!! now that was funny... this is the same old same ol. some will like it some wont and untill we get it going who nows how it will work out. i can see both sides of this doing good and bad. that will be up to the club. a good club will always be a great place to hunt out of with good men and women working at it . and the bad clubs that never have a turn out will be full of liers cheats and one or two good guy's trying to pull it all togeather.

i take my hat off to any club terying to make a diff. keep this in mined you will never make everyone happy . only a few will be happy most of the time . and some will never be happy. and if you have 100 members in a club if 9 show up to help out you are doing good

Two comments. Because of the $20.00 bond required to bring a question to a panel, I think panels questions will be rare as hens teeth. I have hunted in prolly 100 or more PKC/AKC hunts over the years and have seen a total of 1 question ever brought back at a club level event. And you can be sure every major event will use a MOH. So panel questions will be very rare.
My other comment is that when panels are required, they will use whoever is available and willing. You can bank on that one.

If we had 3 qualified individuals around the club all the time, we would then have 2-3 MOH's and wouldn't need a HD or a panel.

I like the direction this is going, but I think its going to need to be tweaked as time goes on.

As many screwups as I have seen by MOH's over the years, I still think I'd rather take my chances with them, than with who might be on a panel.

see as i took it . i said at any rqe or big hunt like breed hunt the club has to have a moh. other than that a dh can be used. i have been hunting comp hunt on and off for years and i have seen a few ? that go back to the moh. so i dont see that being the big problem. it is the other stuff i wonder about.all in all i think it will be good for the small clubs trying to stay a float.

If we had been able to use a hunt director format last year, our little club would have saved in the neighborhood of $300. I think its a great idea, but there are some grey areas that need tweaking.
Suppose you hold a hunt and have three casts, weather's bad, two dead casts, everyone goes home. Last cast has a question. Who comprises your panel? I agree that question are few and far between, but they're gonna happen. I also assume that directors will probably use whoever is willing to set in on a panel. Am I reading it wrong, or does it say in black and white that panel members must be hunt participants?

Just trying to stir the pot a little on a rainey day at the office...
