That rule DOES NOT need to be changed! Why leave a guide in total control of deciding timeout needs to be called for dogs getting close to a road? Only to find out it may have just been a farm road or not even a road at all, just a slick handling move by a crooked guide. Ive seen guides try it too! Ive also seen dogs get close to a major highway and none of the handlers wish to call timeout. If mine gets close to a road and the majority agrees not to call timeout, I just catch mine and go to the truck. It aint worth losing a good dog.
