If someone has a litter of pups and had never gotten around to registered the pups and they are now between one and two years old would they be able to still register the litter with a late fee.

Each pup would have to be single registered by the breeder. This does not mean that the dog has to go through other requirements required for single registration but the dogs are no longer pups and cannot be registered as a litter.
