Home Rule
Much of this ordinance appears to be word for word as Mobile County's Animal Control Ordinance...

which is part of the "Home Rule" ordinances. These are being written by the Association of County Commissions of Alabama. They are the authors of all "Home Rule" ordinances. "Home Rule" is also known as the "Limited Self Governance Act". The following was taken from a website they sponser at www.selfgov.net
Self-Governance Passes in 10 Alabama counties:
Self-governance passed in 10 Alabama counties during the general election on November 7 (Baldwin, Cherokee, Colbert, DeKalb, Escambia, Macon, Madison, Monroe, Tuscaloosa, and Winston ). In the June primary, 5 other counties passed Self-Governance (Autauga, Dallas, Jackson, Marshall, and Mobile).
What Self Governance Means to Your County
Your county commission would have the authority to abate nuisances
such as:
-unsanitary sewage
-noise
-litter and rubbish
-pollution
-overgrown weeds
-junkyards
-and animals.
Notice the following...
Your county commissions would NOT have the authority to raise or levy taxes, establish planning and zoning, or regulate utilities, railroads, landfills, or other companies regulated by a number of named agencies.
Now here's a quote from Sonny Brasfield with the Association of County Commissions of Alabama out of the B'ham News...
"If counties deal successfully with health and safety issues, it will ultimately convince the naysayers that counties should have the authority to ZONE, PLAN and TAX".
These people are NOT our friends. While their plans/methods may sound like a nice thing to a lot of people, they have ulterior motives just like HSUS and PETA. The things they do and are involved in are going to have detrimental effects on our property and animal rights, all in the name of supposed health and safety concerns for the citizens.
This is just another branch on the tree of Sustainable Development. While many people may feel that sustainable Development is a good thing, it is going to adversely affect our personal rights and freedoms. Please read the following links about what is happening in the Carolinas with Smart Growth which is another form of Sustainable Development.

I believe in being a good steward to the environment etc. but not at the cost of losing my independent liberty and freedoms to this dreadful cause. Animals aren't the only ones in trouble. We the people are.
