Texas A Bad Bad Dog Bill Act Now
Folks,
The Texas Senate has just approved SB876 which will make all bird dog and hounds enthusiasts with 5 or more intact females and to sell just one puppy have to have a commercial license and have their kennel and residence be regulated by the State of Texas. The House has a similar bill, HB2238 and I just heard about another bill, HB274 that may be similar.
I just talked to Rep. Stan Lambert’s office and the young man said he thought that the attached revisions of the Texas regulations were intended to make all the previously exempted hunting dogs etc. no longer be exempted as well as lower the number of intact females. These bills will require anyone that owns 5 intact females or more to be licensed as a commercial kennel and regulated by the State of Texas. Rep. Lambert wasn’t aware of this bill until I called them.
The animal rights activists told us in 2011 that they just wanted to get something in place and then they will come back later and rope in everyone, including those that were exempted. Of course, they don’t want anyone owning animals at all and they want all dogs and cats neutered. So, if they have their way, they will put a lot of honest breeders out of business and we will be closer to getting rid of purebred hunting dogs.
Yesterday, I received a text from an anonymous number asking me to call Rep. Stan Lambert and tell him that I was in favor of SB876 and HB2238 that will eliminate puppy mills! That was done back in 2011! They are trying to deceive the public and slip this in!
Please call your Texas Representative and tell them to vote “NO” on these bills!
Looking at another registry organization's legislative updates(wish UKC was as active as this other registry), it does state that dogs bred primarily for hunting, agriculture and for participation in other events are already exempt by previous legislation(Dog and Cat BReeder Act). An amendment was added at the request of the other registry to exempt conformation bred dogs.
This legislation will affect those that breed strictly for the market, keep 5 or more intact females and breed then sell just one puppy. So all it takes is one sale to have to be licensed. This will affect what is called home-based hobbyists.
The big concerns are that it would require you to open up your private residence for inspection at least every 18 months, have to comply with commercial facility housing standards within your home and a $300 license fee(min).
My husband and I\ are very active in lobbying in Iowa and also are active in a couple other dog breed organizations on their government/legislative committees. This bill has been watched for some time and the amendments have come from residents of Texas stepping up and making their concerns known to their government representatives.
Contact the Sportsman Alliance and your Texas Coonhunters Federation president and anyone who lives in your state to start making phone calls and emails.

If anyone wants the list of who to contact in the legislature, let me know and I'll be able to get that for you. Again, really wish UKC had a government relations dept. There are tons of bad bills out there each year.
Right now there's a barking dog bill in Delaware that would really mess up coonhunters.
Washington State has one that is eroding dog owners rights, South Carolina had dog forfeiture legislation, Oklamhoma was trying to give dogs and cats the same rights as children and then there's the updates to APHIS.
Don't hide under a rock thinking it won't affect you if you don't know about.
