Try pushing each letter together on the skin to see if it is anymore clear. These tattoo letters/numbers are each a series of tiny pins that make up each one and are put into a handheld device that you squeeze on the skin. It makes tiny holes and tattoo ink is then rubbed on it. This one was done when the dog was a pup and growth has made the letters stretched out to the point of being illegible on several.
I saw your post on the ear tattoo. We used to do these for David Griner when he owned Reezen. He had several breeding females and we'd tattoo puppies ears with the dams initial and then number each pup so he'd know which belonged to each dam. I checked with Cheyenne and he said none were TE.
