can a master of hounds deny an entry of an event,or does it have to be the clubs request

Page 7 of your current rulebook shows the answer, which states "the local club management".

THE RIGHT TO REFUSE ENTRY
The local club management has the right to refuse
entry to any dog or handler. However, no handler shall be
refused or barred on basis of religion, race, color, national
origin, age or gender.
