litter reg, question

can the owner of 2 4 year old dogs litter register them even though they are 4 years old, he owns both parents, both are UKC registered, he was just fustrated with UKC loosing his application 3 times & just said to hell with it I want to buy one of the dogs if I can still register it or is there a limit?
