two dogs registration and dna paperwork

I sent off my paperwork in April understanding there is a delay in processing. I have called and emailed multiple times. Emails never get returned. I have had one call returned today, was put on hold and then got hung up on while on hold. I need to speak to someone asap, at this point management is proffered. referencing to two dogs registration dna profiled and credit card being expired as of august 1st 2021.
please help
