New rules, old rules

I've been thinking about how many rules will have to be changed to coincide between the two. looks like it will take some work. Will be interesting to see the end results.

I was just fooling around and putting the new changes into the 2017 rules. Until I see the rules for 2020,3, and 4 I'll just wait.
