UKC Water Race Question/Opinions

If another dog in the heat interfers with another dog in the heat such as climbing on them while they are swimming is there any kind of rules governing that. If not does anyone think there should be?

Oh my goodness, now that would be a backpacking dog.

Bad break

Happened to my dog at a non sanctioned event. Cost my dog first line by a couple inches. She's Never lost first tree but it did tick me off as it was the second time the dog had climbed on another dogs back. In fact that's how the dog made it to the finals. Personally I think it's B.S. but I wouldn't cause a stir. Just a bad break!
