Bark Collar

Is 4 months old too young to put a bark collar on a dog? Any other suggestions?

My opinion won't be popular but I say it is not too young.

If you don't you may have a dog with no voice, you may have a dog your neighbors hate and they get the law involved and set the tone for all your future dogs.
