Wonder what the law is for catching dogs out of active chase,then charging me 125 bucks to get my dogs back.

Not legal. Dog isn't running at large it's free cast for the purpose of hunting. Here in Ontario I believe that's part of the Fish and Game Act. Call the MNR.
