On papers means you owe how much? 21 months old

It means the dog is already Permanently Nominated and paid up. Costs you nothing as in nothing left to pay. If the dog was not already permanently nominated it would state "eligible for nomination". In that case there would still be a fee to pay it up as permanently nominated. Good luck with your hound.
