State Championships with no bench show?

Why wouldnt you have a bench show at a state hunt? That is just crazy and that it would be allowed..if the bench show isnt important or big money maker then why not include it free with the hunt packets and try to salvage the Tolal Dog UKC is known for.
this needs addressed, its about too late now and its a shame.
