I have a friend who has a litter of UKC registered Treeing Cur & UKC registered Treeing Walker. They are 3 weeks old. Can he register them as x bred now?

The X-breed program doesn't start till January 1st, and I believe it is only for UKC coonhounds. Not Cur & feist dogs.
