how would you rule on this?

3 dog cast. all dogs tree get to tree one dog is off the tree. start shinning the tree & dog comes back in & gets up on the tree, Judge tells him to handle his dog, but right as he is getting to his dog he takes off. we had a mixture of ways to handle this. should he be given the hr to catch his dog or is the dog allowed to go on?

Minus the dog's tree points and keep the next available open.

Minus tree points,time out was not called,put the 8 minutes on track if he opens in the 8 keep hunting,but if the 8 get him then call time out and put the hour on the dog toget caught.
