Rule Question

I have a question on these rules.

6 (p) For climbing or cutting trees or disturbing a place of refuge.


12 (c) MOH/HD must be at the headquarters at all times.

Was at a hunt tonight and it was a 4 dog cast 3 dogs treed, we walk in and they are on this tree that runs up into an old house...Two of the guys go up into the old house and climb up to where the limb comes in the house and starts looking around...Should they have been scratched?

2nd question - the hunt director was hunting in the cast and according to rule 12 C he shouldn't have been out there at all, if I am reading the rule correct.

As for the house, you can go in but you can't go up. No climbing.
The Hunt Director can have a dog in the hunt but he cannot handle the dog. He must be at the club house at all times.
