The problem is trying to figure out if it's a allergic reaction, fungus, or a bad case of dry skin. Try a small dose of antibiotics : penicillin, amoxicillin, clyindimyicin. Similar dose you would give a child a teaspoon a day. A steroid could also help such as pretizone. If it were a bad case dry skin : nu-stock, red oil, blue spray, motor oil . Changing feed or adding bacon grease, canned salmon, tuna. Did the vet have any clue?

He figures it might be allergic reaction to something and shes on pretizone and a anti inflammatory doesn't seem to be helping
What are you using for bedding? Damp hay itch is the culprit to alot of skin issues..... This time of year alot of dogs have skin issues with winter coats getting blown in spots.....Then create a secondary infection due to scratching and breaking the skin.....

Blu kote
Bedding should be considered, I have had the same problem but cedar chips were the culprit in that case
skin problems
I use cowboy magic krud buster u can get it at farm and fleet but make its that one there's a couple of in the horse section. I just spray it on and leave it
Is the pup on flea prevention? Some dogs have severe flea allergies and you would see similar symptoms as what you described. Use a good fipronil based product like Frontline or the generic of it or k9 advantix. Another thing to note is when the skin is really bad like that sometimes the topical flea prevention will not work properly because it can not be absorbed in the skin. In this case I'd try a pill form like comfortis or Nexgard at least until it cleared up. You can try an antifungal and antimicrobial shampoo for dogs too. Make sure you leave it on 5-10 min before rinsing to make sure the medicine gets to the skin and use this a couple times a week. Supplement in some fish oil capsules from Walmart to help with dry skin and I bet your issues will resolve. Otherwise could be a severe food allergy and it may be best to switch to a fish based food, no chicken or beef. I work at a clinic and if you have other questions about it I can try my best to answer what I know just pm me.
bedding or feed?
switchboth until better then, go back to one at a time so you know
Mange doesn't always show up in scraping

So there is no pointed cause, I take it.
But there are a couple good suggestions that you should evaluate:
1. bedding
2. food (eliminate corn based and go more natural meat based)
3. medicated shampoo - yes, wash the dog and keep it clean while getting the problem cleared up.
4. fish-oil pills or just the oil on the dry kibble.
I would go with the assumption it is an autoimmune disorder (this is wide ranging). Get the dog off steroids and antibiotics immediately. This will only make things worse in time and is masking the problem. Antibiotics should only be used for infections and they kill the beneficial bacteria in the gut that should be used to fight anything plus weakens the immune system.
you need to replenish the positive bacteria in the gut and get the dog healthy again. I recommend enzymes and probiotics.

I tried to keep the post short and sweet......but the long and short of your problem is that it is an underlying health issue and the immune system is compromised so much so that it can't deal with what ever is making the skin dry and itch, be it allergies, etc.
hope this helps..........
it's most likely a staph bacteria outbreak . I'm surprised no one mentioned it . all beings have a staph bacteria on their body . when the good bacteria and staph become unbalanced you have an out break of the staph . a good anti-bacterial shampoo will cure it right up along with a product like tone -kote added to their feed . it doesn't take long to get everything balanced back out . you can tell it's a staph problem by the bumps that will rise up first . they kinda look like ant bites . when you notice these it's time to get busy with the shampoo . good luck I just bought a pair of walkers that are 10 weeks old and have the problem . the lady I got them from had the scrapings and all done for mange and of course came back negative . most vet's these days aren't animal people and as such haven't been around the block so to speak . as far as washing the pups I just use a good anti-bacterial dish soap . good luck and it's an easy fix .

I'd agree with a staph outbreak as the possible problem. you are also correct in it's description. In conjunction with clean bedding and bathing, I have treated a staph infection with spray on Vetricyn.
Even though........It all goes back to good health and keeping the immune system strong, so that even a staph bacterial infection won't pop up.
If dog is on a wood with chemicals it could be from that. Concrete, wood, and plastic can cause this.

All are good things to look at and is hard to narrow down. I have seen dogs with allergic reactions to soy that's in a lot of dog food. Just make sure you narrow it down so you know what would be causing it. Talk to the breeder for any problems they mite have had and make sure you let anyone know if you ever breed the dog too so if they have it creep out in the pups. My gyp lost the hair on the top of her tail from the tip up about 4 inches. Ivermectin and fabendozol worm treatments and blue kote over the area, 2 weeks had hair growing back and not bleeding when she was beating it of the brush. Good Luck

Thanks for all the input tried almost everything nothing seemed to work could just about get it cleared up then she would break back out Even moved her to a different environment at a buddy's house and he had same results. Ended up having to put her down . Thanks for all the help again
I have a dog that had the same problem. Scraping was negative. Vet said it could be mange that pups are born with. I have been giving the dog .25cc of ivomec once a week applied to the dog food. Hair has grown back and dog looks good for the last 3 months. You will have to do this for the rest of the dogs life or the mange will show back up.
