TL number / registration question

Hi! My dog has a TL number but I'd like to get her fully registered. How do I go about doing this and what is the fee? Is there an age limit, i.e. she has to be under/over 1 yr of age? Can I submit a single registration form if I have the UKC #s of the parents? She has not been shown and has not acquired any points or awards, nor has she produced a litter.
