I noticed it read working dogs were exempted. Wouldn't that mean our coon hounds were exempt from the new rules?

Working dogs are generally understood to be dogs that are not sold for use as household pets but rather for purposes such as hunting, breeding, and security. Dogs sold at retail for these purposes do not come under Animal Welfare Act (AWA) regulation. We recognize that individuals who intend to breed and sell dogs at retail as working dogs may occasionally raise a dog that lacks the necessary characteristics that would enable it to be sold or used for its intended working purpose (such as a hunting dog). As long as you originally intended to raise and sell the dog at retail for that working purpose and you continue to market your dogs for that purpose, you could sell that individual dog at retail without needing to be licensed under the AWA, regardless of the number of breeding females you own.

Please define working dog in new license regualtions. Are coonhounds, birds dogs dogs used for hunting working dogs?
Define breeding female. If you have females and are only breeding for yourself and on occasion sell some that are not suitable for your needs do you need a license?
