-- New Tax legislation proposed (http://forums.ukcdogs.com/showthread.php?threadid=928335269)

New Tax legislation proposed

A pair of Democratic lawmakers are proposing steep new taxes on handguns and ammunition, and tying the revenues to programs aimed at preventing gun violence.

Called the “Gun Violence Prevention and Safe Communities Act," the bill sponsored by William Pascrell, D-N.J., and Danny Davis, D-Ill., would nearly double the current 11 percent tax on handguns, while raising the levy on bullets and cartridges from 11 percent to 50 percent.

"This bill represents a major investment in the protection of our children and our communities, and reflects the long-term societal costs of gun and ammunition purchases in our country,” Pascrell said.

The lawmakers say the bill would generate $600 million per year, which would be used to fund law-enforcement and gun violence prevention.

Critics predicted defeat for the measure.

“What the anti-gun interests can’t ban, they want to tax it out of existence,” Alan Gottlieb, chairman for the Citizens Committee for the Right to Keep and Bear Arms, told FoxNews.com. “It’s nothing more than confiscatory taxation.

“I doubt this bill will pass, but we will lobby against it if need be,” he added. “This is simply another shot against gun owners in this country.”

The bill would exempt all federal, state and local agencies, including police departments, from paying the tax.

The bill would also increase the transfer tax on all weapons (except antique guns) covered under the National Firearms Act (which excludes most common guns) from $200 to $500 and index to inflation and increase the transfer tax for any other weapon from $5 to $100.

The amendment will be voted upon when the House returns for the new session in the fall.

Davis, who represents a portion of Chicago which has been ravaged by gun violence in recent years, said money raised from the new taxes will go to good use.

"This legislation is a pro-active approach to reducing gun violence by using proven preventive programs which have been starved for funds until now," Davis said. "As part of a comprehensive, multidimensional strategy to reduce gun violence, this legislation closes major loopholes in tax law and lays out an equitable, long term, sustainable strategy to provide the requisite resources.”

Idiots!!!!!!! Hmmmm lets take chicago for instance.let's make the toughest gun laws in the country. So that will persuade our regular ol folk to not buy guns. Meanwhile the criminals will still do business as usual. Even more so knowing they have guns when others don't.

The Bad Thing With This Is, They Might Slip It In On Something Else As An Amendment!!

Interesting

After last summer’s shooting in Aurora, Colorado and last month’s shooting at Sandy Hook Elementary School in Connecticut, anti-gun advocates want you to believe that America is a nation infected with violent crimes and murders. They want you to believe that we are one, if not the, most violent nation in the world and that we have to rid the nation of guns to solve the problem.

But what are the real facts?

Amidst the Noise released a video on You Tube that provides some very stunning facts about violent crimes in the US and Great Britain that anti-gun advocates don’t want you to know this.
For instance, according to the FBI’s Uniform Crime Reports: Crime in the United States Table 1, violent crimes in the US have dropped by nearly 50% in the last twenty years. In 1992, there were 757.7 violent crimes per 100,000 people. In 2011, there were only 386.3 violent crimes per 100,000 people. That’s a reduction of 49%.

In the same Table 1, we also see that there were 9.3 homicides per 100,000 people in 1992 and that number dropped to 4.7 homicides per 100,000 in 2011. That’s a reduction of 49.4% in the homicide rate in the past twenty years.

The politicians also want you to believe that assault rifles are responsible for many of the homicides that occur and that they need to be banned. According to the FBI’s Uniform Crime Reports: Crime in the United States Table 8, there was a total of 12,664 homicides reported in 2011. Of those, 8,583 were committed with a firearm. Of those, only 323 were committed with a rifle. Now realize that assault rifles are a subset of the 323, which means that they account for less than 3.8% of homicides committed by firearms and less than 2.6% of all homicides.

Have you ever wondered where the highest concentrations of violent crime are? Again turning to the FBI’s Uniform Crime Reports: Crime in the United States Table 16, we find that the vast majority of violent crimes are occurring in America’s largest cities. In 2011, there were 754.5 violent crimes per 100,000 people in cities with populations of 250,000 or more. Compare that to the national average that year of 386.3 per 100,000 and see where most of the violent crimes are occurring. Incidentally, the locations of this highest violent crime rates also corresponds to the areas that vote Democrat and re-elected Barack Obama.

Now remember that the anti-gun politicians want you to believe that America is far more violent than other nations. So let’s compare our violent crime rate to England and Wales. The Home Office Statistical Bulletin: Crimes Detected in England and Wales 2011/12, reports that there were 762,515 violent crimes in the past year. The population of England is 53,013,000 and the population of Wales is 3,006,400. Do the math and you end up with 1,361.6 violent crimes per 100,000 people. In other words, England and Wales has violent crime rate 3.5 times HIGHER than the US.

The truth is, as the video reveals, that liberal anti-gun politicians don’t want you to know the real facts about guns and violence. If you knew the truth, they wouldn’t have any justifiable reason to try to outlaw and ban guns. All of the air goes out of their anti-gun balloon.

The other truth revealed in the video is that inner-city culture is the real problem for a large percentage of the violent crimes that take place in the US. It’s not guns, it’s the people. And it’s the people who vote for Obama and others that want to ban and outlaw guns. In order to truly reduce violent crimes and deaths by guns, you have to change the culture. Unfortunately, Obama’s politics only help to reinforce the current culture and keep the people trapped in it.

The inner city culture is like a frog in a pot of water. If you place a frog in a pot of hot water, he’ll jump out because the conditions are uncomfortable. Put the same frog in a pot of water at room temperature and it remains there because it is comfortable to it. As the water is heated up, the frog continues to stay in the water because the change is gradual. Eventually the heat kills the frog. Too many of the inner-city people are so comfortable in their misery that they don’t perceive the danger of it. As conditions deteriorate, they continue to remain until eventually they become victims of their own complacency.

On one hand Obama is helping create the problem by enslaving the poor with entitlements. On the other hand, Obama is using the problem to attack conservatives and gun owners. He has no desire or intention of dealing with the real issues, but would rather use them to promote his socialistic agenda and policies which require him to disarm the American people.

Obama OP ED
In an emotional press conference, President Obama unveiled his "concrete steps" to keep kids safe, asking that Congress restore a ban on military-style assault weapons, make it easier for mental health professionals to report threats of violence and put a limit on ammunition. NBC's Chuck Todd reports.

By Ian Johnston, Staff Writer, NBC News

President Barack Obama has appealed to ordinary Americans to lobby members of Congress over gun control to counter the power of the pro-gun lobby.

In an opinion article written for the Connecticut Post, Obama urged people to ask their politicians “why getting an A-grade from the gun lobby is more important than giving parents some peace of mind when they drop their child off for first grade.”

On Wednesday, Obama laid out a plan to require criminal background checks on all gun sales, ban “military-style” assault weapons, limit magazines to 10 rounds, and strengthen penalties for gun trafficking.

The proposals have proved highly controversial with several sheriffs across the country vowing not to enforce restrictions that could be imposed by Congress or by executive order.

And, in Texas, a lawmaker has authored the Firearm Protection Act, which he says would “make any federal law banning semiautomatic firearms or limiting the size of gun magazines unenforceable within the state's boundaries.”

In his Connecticut Post article, Obama admitted of his gun-control plans that “none of this will be easy.”

“Already we're seeing pundits, politicians, and special interest lobbyists warning of a tyrannical, all-out assault on liberty -- not because it's true, but because it gins up fear, or higher ratings, or more revenue for themselves,” the president wrote.

“The truth is, there's only one voice powerful enough to make this happen: yours. If you think we've suffered too much pain to allow this to continue, put down the paper, turn off the computer, and get your Members of Congress on record,” he wrote.

“Ask them if they support universal background checks or renewing a ban on military-style assault weapons and high-capacity magazines. And if they say no, ask them why not,” he added.

On his proposed ban on assault weapons, Obama said that “weapons designed for theaters of war have no place in movie theaters.”

He insisited most Americans agreed with this and reached out to gun owners.

“This is the land of the free, and it always will be. As Americans, we are endowed by our Creator with certain inalienable rights that no man or government can take away from us. But we also recognize that along with those rights come responsibilities. Along with our freedom to live our lives as we will comes an obligation to allow others to do the same,” Obama said.

“Like most Americans, I believe the Second Amendment guarantees an individual right to bear arms. There are millions of responsible, law-abiding gun owners in this country who cherish their right to bear arms for hunting, or sport; protection, or collection,” he added.

“But I also believe most gun owners agree that we can respect the Second Amendment while keeping an irresponsible, law-breaking few from doing harm. I believe most of them agree that if America worked harder to keep guns out of the hands of dangerous people, there would be fewer atrocities like the one in Connecticut. And that's what these commonsense reforms are designed to do.”

Forbes Magazine Report:
It may not come as surprising news to many of you that the United Nations doesn’t approve of our Second Amendment. Not one bit. And they very much hope to do something about it with help from some powerful American friends. Under the guise of a proposed global “Small Arms Treaty” premised to fight “terrorism”, “insurgency” and “international crime syndicates” you can be quite certain that an even more insidious threat is being targeted – our Constitutional right for law-abiding citizens to own and bear arms.

What, exactly, does the intended agreement entail?
While the terms have yet to be made public, if passed by the U.N. and ratified by our Senate, it will almost certainly force the U.S. to:
1.Enact tougher licensing requirements, creating additional bureaucratic red tape for legal firearms ownership.
2.Confiscate and destroy all “unauthorized” civilian firearms (exempting those owned by our government of course).
3.Ban the trade, sale and private ownership of all semi-automatic weapons (any that have magazines even though they still operate in the same one trigger pull – one single “bang” manner as revolvers, a simple fact the ant-gun media never seem to grasp).
4.Create an international gun registry, clearly setting the stage for full-scale gun confiscation.
5.In short, overriding our national sovereignty, and in the process, providing license for the federal government to assert preemptive powers over state regulatory powers guaranteed by the Tenth Amendment in addition to our Second Amendment rights.

Have no doubt that this plan is very real, with strong Obama administration support. In January 2010 the U.S. joined 152 other countries in endorsing a U.N. Arms Treaty Resolution that will establish a 2012 conference to draft a blueprint for enactment. Secretary of State Hillary Clinton has pledged to push for Senate ratification.

Former U.N. ambassador John Bolton has cautioned gun owners to take this initiative seriously, stating that the U.N. “is trying to act as though this is really just a treaty about international arms trade between nation states, but there is no doubt that the real agenda here is domestic firearms control.”

Although professing to support the Second Amendment during her presidential election bid, Hillary Clinton is not generally known as a gun rights enthusiast. She has been a long-time activist for federal firearms licensing and registration, and a vigorous opponent of state Right-to-Carry laws. As a New York senator she ranked among the National Rifle Association’s worst “F”-rated gun banners who voted to support the sort of gunpoint disarmament that marked New Orleans‘ rogue police actions against law-abiding gun owners in the anarchistic aftermath of Hurricane Katrina.

President Obama’s record on citizen gun rights doesn’t reflect much advocacy either. Consider for example his appointment of anti-gun rights former Seattle Mayor Greg Nickels as an alternate U.S. representative to the U.N., and his choice of Andrew Traver who has worked to terminate civilian ownership of so-called “assault rifles” (another prejudicially meaningless gun term) to head the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Then, in a move unprecedented in American history, the Obama administration quietly banned the re-importation and sale of 850,000 collectable antique U.S.-manufactured M1 Garand and Carbine rifles that were left in South Korea following the Korean War. Developed in the 1930s, the venerable M1 Garand carried the U.S. through World War II, seeing action in every major battle.

As an Illinois state senator, Barack Obama was an aggressive advocate for expanding gun control laws, and even voted against legislation giving gun owners an affirmative defense when they use firearms to defend themselves and their families against home invaders and burglars. He also served on a 10-member board of directors of the radically activist anti-gun Joyce Foundation in Chicago during a period between 1998-2001when it contributed $18,326,183 in grants to anti-Second Amendment organizations.

If someone breaks into your home when you are there, which would you prefer to have close at hand: 1) a telephone to call 911, or 2) a loaded gun of respectable caliber? That’s a pretty easy question for me to answer. I am a long-time NRA member, concealed firearms license holder and a regular weekly recreational pistol shooter. And while I don’t ordinarily care to target anything that has a mother, will reluctantly make an exception should an urgent provocation arise. I also happen to enjoy the company of friends who hunt, as well as those, like myself, who share an abiding interest in American history and the firearms that influenced it.

There are many like me, and fewer of them would be alive today were it not for exercise of their gun rights. In fact law-abiding citizens in America used guns in self-defense 2.5 million times during 1993 (about 6,850 times per day), and actually shot and killed 2 1/2 times as many criminals as police did (1,527 to 606). Those civilian self-defense shootings resulted in less than 1/5th as many incidents as police where an innocent person was mistakenly identified as a criminal (2% versus 11%).

Just how effectively have gun bans worked to make citizens safer in other countries? Take the number of home break-ins while residents are present as an indication. In Canada and Britain, both with tough gun-control laws, nearly half of all burglaries occur when residents are present. But in the U.S. where many households are armed, only about 13% happen when someone is home.

41 states now allow competent, law-abiding adults to carry permitted or permit-exempt concealed handguns. As a result, crime rates in those states have typically fallen at least 10% in the year following enactment.

So the majority in our Senate is smart enough to realize that the U.N.’s gun-grab agenda is unconstitutional, politically suicidal for those who support it, and down-right idiotic—right? Let’s hope so, but not entirely count on it. While a few loyal Obama Democrats are truly “pro-gun”, many are loathe to vote against treaties that carry the president’s international prestige, causing him embarrassment.

Also, don’t forget that Senate confirmation of anti-gun Obama nominee Supreme Court Justice Sonia Sotomayor. Many within the few who voted against her did so only because of massive grassroots pressure from constituents who take their Constitutional protections very seriously.

Now, more than ever, it’s imperative to stick by our guns in demanding that all Constitutional rights be preserved. If not, we will surely lose both.

While the terms have yet to be made public, if passed by the U.N. and ratified by our Senate, it will almost certainly force the U.S. to:
