Msg to NC House regarding HB 296 - Urgent
Dear Dog Hunter: This week, the NC Senate passed House Bill #296, raising hunting license fees and giving the NC Wildlife Resources Commission huge rule-making power over bear hunting. Many of us are concerned about giving the WRC all this power over bear hunting. On July 3, 2013, Eddie Frizsell emailed the following eloquent plea to many Senators. Eddie Frizsell is a seasoned bear hunter, and his message is too good to miss. Please join Eddie and all NC bear hunters in persuading the NC House to reject the Senate’s version of HB#296.
“Dear fellow hunters and our government,
As of today, I frequently enjoy hunting and fishing inside my state of North Carolina. I currently know literally hundreds of men and women that love to do similar activities. These same people were the ones who helped you conquer your battles to become the high ranks you are as of today. Republicans, democrats, liberals, conservatives, we all rallied together as outdoorsmen to help YOU win in hopes that we would have strong leaders who respectfully listen to their people.
With that being said, this is why I am coming to you for help. I reside in the Appalachian mountains of western North Carolina where I avidly enjoy bear hunting with hounds. It’s a more than unique experience for me and my friends and family. Respectfully, it has come to a lot of people’s attention that there is some corruption going on inside of the North Carolina Wildlife Resource Commission.
In the past few days, house bill 296 (Omnibus Wildlife Resources Commission Act) was passed. The bulk of the bill contained mostly fee increases for hunters. What the bear hunters failed to see was that on page 9, line 14 of the bill, the commissioners proposed a statement that it is NOT unlawful to harvest a black bear consuming bait. This is the same exact proposal from senate bill 352 which was previously dropped. The commissioners just found another way around the obstacle to sneak it back into the bill. We’ve spent hours attempting to contact Senator Harry Brown, one of the main men over bill 296. So far all we’ve gotten are some “I can’t see you anytime soon” and “I’m going to have to cancel our meeting coming up.” This simple ‘wave of the hand’ response is not working. We do not know what else to do.
Respectfully, the problem we fellow bear hunters see with this bill is that it’s going to bring about a “pay to play” ordeal and huge commercialization about bear hunting. We have spoke with several biologists and talked with many people on this issue. In a few years, we will see SIGNIFICANT declines in our bear population if this follows through. All routes to taking a bear over bait seem to lead down a disastrous pathway for our North Carolina bears. I’ve been taking my son hunting ever since he was toddler. This is our family tradition that has been passed down over the years. It would almost be obscene for him to grow up restricted; confined to telling his future son bear hunting stories rather than take him hunting due to the population being so overwhelmingly cut down.
So, please hear me out everyone. My fellow bear hunters and I need your help. All we ask is that you take a little time to help us get this corrupted resource commission turned around. Let us open our eyes and see that all we want is a good future for our next generation bear hunters. Don’t let these officials’ wealth-aided power over run our primary hunting needs!
Let’s get this thing turned around. STOP THE CORRUPTION!
Sincerely, Eddie Frizsell”
The NC Sporting Dog Association will send Eddie’s message to all members of the NC House of Representatives. Please take time to contact key leaders in the NC House of Representatives. Please call and email your request the NC House REFUSE to concur with the Senate version of House Bill #296. This is the only way to STOP this bad legislation.
Please call and email the following leaders and significant members of the NC House of Representatives. Calls are better, even if you have to leave a voice mail message. Emails are good, too, but do not simply forward this email. Please send a fresh email from you to the individual Representative.

Call your own Representative who represents your House District. Click here to determine who it is.
Your message should be direct & polite: Please vote NOT TO CONCUR with House Bill #296. The bill was gutted in the Senate and a massive change in bear hunting law is included. It is not the same bill the House passed and sent to the Senate.
Dog hunters, if you have questions regarding this issue, please call Joe McClees (252) 671-1585 or Henri McClees (252) 671-1559. Leave a voice mail if you don’t get us. We will call you back. We have been working with bear hunters for about a week on this, and this is the first email to the full NCSDA email list.
On this 4th of July, thank God we have the right to petition our government and fight for our rights as citizens. God bless you. Have a wonderful Independence Day and holiday weekend. Best always,
Henri & Joe McClees
