Yes can be turned loose and struck for next available strike points.

Come to think of it can't be turned loose at all if the other dog is treed.

Yes you can turn loose if c ain't treed. Be struck with a line under it. Then if its not on Bs tree strike goes live.

I would think walk A TO B and score B then run the 8 on C if not heard call time out for an hour.
You have a choice to do that also.

Andy if i understand your question, dog A can be recut because C is hunting and B is treed. It would be handler A-s option to cut or remain on lead. If he cuts his dog it would strike for next available strike points.
