RQE judges and moh
do the field reps still do the judging and moh or does the club pick them...

The clubs are supposed to work with the Rep. on selecting a qualified person to act as MOH.

A rep no longer has to be at the RQE's from what our club understands. So the RQE would be no different than any other UKC hunt or show put on by the club other than UKC puts forth money to pay the BSJ and/or the MOH.
The differences...
The rep for that club's territory approves the MOH for RQE that the club wishes to use. The club gets an extra three dollars per dog to go towards the expense the club may have by hiring it's MOH. The club could hire that rep to do the RQE for the club, but he is working as a regular MOH and does not have any more authority than a MOH as far as handling formal complaints.
