Registering pups

Was just reading up on registering a litter and saw that female must be between 10 months and 10 years old. I understand 10 months but have seen females over 10 years old that were perfectly capable of raising pups. Any reason why this is?

just to try and help knocking out the phoney registering of pretty papered dogs i'm sure .
