dc30 question

red lights wont go off. when plug it in one red one blue light. Take off charger and back to two red lights. unhooked battery and starting working but cannot turn collar off. Unhooked battery again and solid red lights once again and still wont let me turn collar off?? Any useful help would be appreciated. Thanks alot
