Question bout Performance Program

i put two wins on a dog an he was payed up then i bought the dog an put another dog who will get the money for the first two wins

i thought they changed that to registered owner as of dec 31 the year of the wins

It was orignally whoever was the owner as of the end of that year but they changed it a couple yrs into the program to the registered owner at the time that the dog earned the points.
