Attn Mississippi hunters

Mississippi Senate Bill 2821 contains a provision that could result in the surgical sterilization of dogs against the wishes of their owners.

Specifically, Section 1(8)(a)(ii) provides that any organization that has the purpose of protecting the welfare of or preventing cruelty to dogs and cats shall arrange for the surgical spaying or neutering of a dog or cat before relinquishing possession of the dog or cat or allowing the dog or cat to be adopted.

An owned dog could come under the control of an animal welfare agency for a number of reasons that would demand return to its owner’s possession in unaltered condition. Some examples include:

• A dog accidentally escapes its fence or leash

• A hunting dog ranges too far afield

• A dog is mischievously released from its enclosure or is stolen and later released

• A dog is impounded due to civil or criminal charges against the owner that are dismissed or of which the owner is found not guilty
