Needing Info on Southeastern Walker Days

Keep this is mind this is my 1st time going.
1.) How do you become apart of the Southeastern Walker Days Asso. ?? and how much is it ??? The way I take it you have to be apart of it to win anything.
2.) When you send the pre entry form in do you pay 30 dollars for the 1st night or do you have to pay 60 for both nights ????
