Do you have your hounds tied on chains? Do you use Nylon or Plastic coated Nylon Collars.
It has been my experience that dogs tied out on boxes using Nylon or coated Nylon collars in combination with (a chain runner) hyper active dog, usually causes this to happen. If this is your case I recommend going to leather collars, they don't seem to irritate the skin like nylon does.
Just a thought!

Use collars with d ring, not the ones with rings flat with the collar if you have them tied out. The flat ring turns when the dog pulls and puts pressure on their neck.

I definatly do what these guys have said leather collars w/ D-rings but i would also try a wide collar instead of the inch or inch and a half collars. I've heard of the narrow one irritating them before.
Some collars have the split rivet bases and after awhile they get turned out a little and scratch the neck. Might not be your problem but I have seen it happen. If you have a bark collar or anything with points on it I've seen those make a real mess when left on too long.
all my dogs use nylon collars with d rings in them. 2 of the broken out dogs are in the house. the other is in a kennel off the ground.

pretty simple fix for the 1 in the kennel take it off
I had a vinyl coated dayglo collar on my pup, and he broke out bad..His neck had slime on it and it STUNK like rotting flesh..I took the collar off, and let him heel up, now i have a regular old nylon dayglo, and I havent had any problems since. I still dont know what caused it..I guess the vinyl just rubbed his fur off, and irrated his skin.
