Both of those are beyond any of us. Take it to your VETERINARIAN that you can deal with.
I edited this to say Check for TICK paralysis, a tick ( aint got to be a blowed up tick) at the base of the skull , neck , between the shoulders or thhe first half of the back bone. If you find one get it off . And give it six hours , if you don't find one have it at the vet when he/she opens. If you do find a tick , what does me good is to pinnit down on a board with pins and when the sun gits up high take a magnifying glass onna focus till it pops. the dog will git up and walk off wagging it's tail. ( I agrees I bees an assho)
I got two black ticks around my gonads last night. Just glad I had a close inspection and she's a nurse. And it has been cold enough here to kill alligaters and fish but not ticks evidently down hyar.

a simple blood test will determine one from the other.

I helped get a hound through paralisis and it is hard, he will be paralized from neck down, rotate it often to keep from getting soars, prop himup on belly as much as possible, work work work.
