nite hunt question

If the dead line is at 7:00 pm and a dog is not there but another person has the money and the entry card for the dog to be hunted.Is it legal for that person to sign up the dog for the hunt if this person is not the owner or the handler.

Also have another question dog tree in a tree and the coon is seen in a tree that is about 30 ft away from the tree that the dogs are on but a branch that is about 6" around is touching the tree that dogs are on can this be a legal tree with plus points
