What a crock of crap! That is the most insane thing I have ever seen! Population control...whatever...nature uses population control over the animals, that is the way of things. But people were given a brain to think with and make their own decisions! And to think, people send these idiots money in the misguided thinking they are helping an animal, when instead they are paying this idiots salary!

Although I must say that if you are on welfare and keep popping out kids to get more benefits, you need neutered! I also think that anyone who commits a sexual act on a child should also be neutered, make it the law!
