Registering My Pitbull Puppys

So I just bought two pit bull pups there parents are register but he has yet to register the liter so can I just register my pups and get the papers or does the parents owner have to register the litter and I get my papers from them ?

The owners of the parents would have to register the litter with us, then they can sign the papers over to you. Or you can do the permanent registrations on the litter application.
