Posting Pictures?

I am new to the Message boards here, but maybe a fellow member or one of the administrators could help me out... I was wondering how to post pictures in the forums? I went to the f.a.q and it says that there should be a smaller box underneath the message box, but I can not find one... Do I need to be a member for a certain amount of time or what? Thanks for the help!
