Hi all,

I received this on my obedience club list (forwarded with permission), and to be honest it is setting off my BS-o'meter. I realize that there are people who would dearly LOVE to see this sort of persecution actually come to pass, but I think this is just referring to the "Operation Bark Alert" that was started in Missouri last Feb. to crack down on unlicensed and/or
substandard commercial kennels. Not something that applies to small breeders or private pet owners.

I've searched the archives, and can't find any reference to this. Have any of you heard anything about this?

OK, here is what I learned today regarding going into Missouri with dogs.

If you are not USDA licensed, and you must have proof of that on you, you must have:

Vet Health Certificate, stating where you are going, how many days you will
be there, location, and reason for entering Missouri .

Proof of ownership of the dog, microchip/tattoo, with picture of the dog, Rabies certificate. And heath records of the dog approved by a Vet.

Whether you have 1 dog or 40 with you you must have this information with you, on EACH dog. This also goes for Cats.
This is a Federal Law, and they are making Missouri an example to all other states.
Mrs. Arnett has been stopped twice by a Livestock Inspector and all papers checked. The last time she told them she was going somewhere in Missouri to pick up a puppy, and he told her if she did not have all papers on her she
would have the puppy taken should she be stopped on the way back.
Her words to us are " keep a low profile and take ALL kennel advertisement
off of your vehicle. If a livestock inspector see you coming thru with a kennel name they will stop you and check you.
They also are trying to make all shows in Missouri , if you do not produce the proper papers as I listed above you will be in trouble, the fine to get your dogs back is $1000 each.
If they check you at the shows they will then note the name of the Vet who issued the Health Certificate and attempt to find out if you are in compliance with your own states animal breeding laws, and if you are listed as a Hobby Breeder, Commercial Breeder or simply a pet owner.
If they learn you are not licensed or have more than the "legal" limit of breedable females on your place, they can and will contact someone to check you out. Again this is a FEDERAL LAW!

I don't even remember the number of females we are allowed to have here in Texas , or if it was even decided last year.
Would someone check with Texas Dept. of AG. - dog breeder compliance and let us know?

The last words from Mrs. Arnett was for all of us here in Texas to keep a low profile, do not have any kennel advertisements on your vehicle and do not publicize your kennel anywhere if you are not USDA... If you are are USDA licensed you are safe and should not have any problems

ANSWERS!

Just talked with my Vet. He told me most states require a current Rabies Vaccination Certificate and possibly a Health Certificate with you when you travel interstate with your dog(s). He said IF you happen to get pulled over for a traffic violation (perceived or real) in many states by a PETA/HSUS card carrying law enforcement officer, your dogs COULD be seized & you could be delayed several days getting the situation resolved when you can't produce the required paperwork.
There's a health certificate for going and returning with an animal for showing or breeding for states requiring this.

Here's Arkansas example

Excerpt from ARKANSAS requirements
Certificate of Veterinary Inspection
1. A certificate of veterinary inspection shall be issued to accompany the following species of
livestock and poultry into Arkansas: cattle, swine, sheep, horses, goats, cats, dogs, turkeys,
chickens, domesticated fowl, ratites, camelids, cervids, psittacine birds, passerine birds, all
other avian species, zoo, fur-bearing and other wild and/or exotic animals as outlined in the
following sections. NPIP certified flocks of turkeys, chickens, and domesticated fowl
entering on a VS 9-3 or NPIP flock certification form or similar certificate or those covered
by a commuter flock agreement are exempt from the requirement of a certificate of
veterinary inspection unless a state of emergency has been declared.
2. A certificate of veterinary inspection is defined as a certificate issued by a licensed graduate,
accredited veterinarian after a physical examination has been conducted certifying that the
livestock described are free from symptoms of contagious, infectious, or communicable
diseases and shall include a statement certifying the origin of the livestock. The certificate
shall include the name and address of the caretaker of such livestock if the owner's residence
is other than the premises where the livestock are to be maintained.

Ive never heard of this.Is this just if you are not a missouri resident coming across the state line?Ive got certain dogs that if they try to take them,they are gonna have there hands full.

Interstate travel

Always carry your Rabies Vaccination certificate. All states do not have the same requirements. But with HSUS/PETA/ASPCA infiltrating all aspects of agencies dealing with animals, it's important to know the rules. Also, it's important to keep a low profile so you won't as likely be singled out while you're on the road - remove any kennel or dog signage from your vehicle. A UKC judge mentioned that she was shipping a dog on Frontier Airlines & the Frontier Airlines freight agent told her he was a member of PETA & was going to file a report against her after he had obrained all of her personal info regarding her address, etc. because she was allowing a layover of 4 or more hours in the transport of the dog she was shipping. She then flew the dog on Continental Airlines but is uneasy because the PETA guy has all her info. Be aware - these AR groups have an aggressive membership recruiting program for searching out locations of breeders, hound owners & those with multiple and/or working dogs.
