performance program pup

Hello,
I just purchased a young pup out of a 2009 performance sire, however, the litter owner did not nominate the litter. Can I still get this pup performance nominated or does the litter owner have to nominate before she can be permanently nominated by me? Thanks,

The litter must be nominated first. Anyone can nominate a litter, however the litter owner's share of any winnings would go to the litter owner regardless of who nominates the litter.
