A letter to my county council rep
Mr.Shrodes,
Good morning my name is Jeff Wilson and I reside
at 4030 Security Lane in Jarretsville. My home is
located on the Family Farm for which I was raise as
did my father since he was 5years old, the year my
Grandfather bought the farm in 1952. When I was
growing up things were alot different more farms less
homes. I was raised in the FFA along with the 4-H
programs as most in the area during that time. I spent
my childhood hunting and doing farm related
activities.Bringing up to date I am currently the
president for the Raccoon Club of Maryland located in
Darlington.
The reason I am contacting you is that I have 6
hounds housed in my backyard and the county has cited
me for running a kennel operation without prior
approval. I in fact am not running a kennel, I do not
breed litters for resale, I do not take in hounds or
dogs for boarding, nor do I operate a grooming
facility. My hounds are for my family and my personal
pleasure as we Show and Hunt the in UKC, Akc and Pkc
competition hunts. We spend our time traveling to
events all over. I have been cited for having nine
dogs,I have since set 1 to virginia, but I recently
got remarried and my wife sold her home and she had 2
house dogs that moved in with her, they are older and
will not be around much longer and I can not tell her
to get rid of them. My 10 year old daughter has a
beagle pup because she wanted to show and run in the
rabbit competitions with the smaller hound that she
could handle, this keeps her occupied and off the
streets hopefully in the future.
My dilemma is I would gladly pay the 450 dollars
for a kennel license along with the yearly fees, but
the zoning office told me that I more than likely will
not be granted a license. They want me to remove the
enclosure which is on concrete and and can be cleaned
and sanitized regularly. Now I can move a few of the
dogs a couple hundred feet to my parents, sisters or
the main part of the farm and tie them out with dog
houses this would be okay with zoning. The problem
here is development dogs run loose if one should
attack my dogs this would ruin them. Also it is for
their safety and health that these enclosures were put
up and not recently.
I have spoken with a friend in Cecil county who
works for the SPCA there and this county advises not
to chain they would prefer (kenneling)I have also
spoke with Dupont and others with large Foxhond
Kennels about this. Cecil has a separate style license
for hunting dog owners called a fanciers license,
which is a kennel license for people who do not breed
multiple litters or board or groom dogs for profit.
If I were to take full advantage of the hunting
heritage and hunting that Maryland has to offer which
I don't, I would need 2 dogs for rabbit, 2 for bird, 2
for water fowling, 2 for foxhunting, 2 for coyote, 2
for coon and 2 for opossum hunting as you see this
would be well over the limits.
Pet quota laws have been deemed unconstitutional
in 3 states so far Pa., Oh., and Mi.AKC is against
quota laws as it hinders show and competition people
on limits and actually can cause over crowding in
humane facilities when you have to chose from an older
dog and a newer champion. More animal problems stem
from single animal owners than multiple animal
ownership, Multiple owners and competition people
usually keep the animals contained fed and healthy.
By making me remove and limiting to what we
enjoy goes against our per suit of liberty and
happiness. I really do not want to have to fight this
to the highest courts, because then it would make
available for all of the county anywhere to have more
and some areas really don't need that and some people
hoard animal which causes neglect of health, but I
will take this on if need be, as true fanciers will
take great care of their animals for the love of sport
and hounds.
I would like to hear from you on you take as I
have 18 days left to file with courts. Thank You for
you time and service for our (rural community)
Sincerely,
Jeffrey Tivis Wilson

Good for you and GOOD LUCK. You need to win this one. Sounds like a local ordinance taken from the paws bill.
