Need advice on Shunts

My sister has this lap dog (Yorkie) that is crazy, really, it runs in circles all the time! but... she loves the thing. It also has Shunts,
yes I know what caused it but like I said she loves the thing. One vet said it had pancretitus but treatment for that wasn't working, another said Shunts and that it needed expensive surgery or the dog wouldn't live maybe 5 years and that surgery might be cheaper at the university around Naples Florida. So, so she went to the university, they ran test on liver and said that only the small arteries were afected and they couldn't guarantee anything and she might as well stick to a strict diet with the dog. Now she's scared her dog is going to die on her . It is down to 4 pounds.

Have you heard of a dog living with this & for how long?
Any suggestions, & no she can't get a hound she only has a little patch of grass for a yard and alot of water out back.
