Why did I only get a Easy Entry Card instead of papers?

Sent puppy papers off and received a Easy Entry card in a envelope, I never seen this before. Are they sending permanent registration papers separate from Easy Entry Card? Doesn’t make sense, I called ukc and being que 45 on the waiting list on the phone I gave up and sent a email but nobody return a answer from Email neither.
