Commercial dog breeders. Makes various changes to the state commercial dog breeder law. Makes humane societies, people who breed hunting dogs for sport, and certain people who breed service dogs or dogs for use by police or the military subject to the requirements imposed on commercial dog breeders. Defines "animal care facility". Modifies the definitions of "animal rescue operation" and "hobby breeder". Reduces the number of dogs from 20 to 8 that a commercial breeder (breeder) must maintain to qualify as a breeder. Reduces the number of dogs sold by a commercial broker (broker) from at least 500 to at least 25 for a person to qualify as a broker. Provides that the fee imposed for a breeder or broker's failure to register with the board of animal health (board) for a second (or subsequent) failure to register is four times the amount of the registration fee. Requires the board to conduct an inspection of a breeder's facilities before a breeder may register with the board. Establishes criteria for the board to apply when determining whether to register a breeder or broker or renew a breeder's or broker's registration. Requires a breeder to comply with the standards of care established by the state commercial dog breeder law. (Under current law, a breeder must comply with the standards of care established by the United States Department of Agriculture.) Provides that a commercial dog breeder may not keep or maintain more than 50 unaltered dogs that are at least 12 months of age. Provides that a breeder, broker, or agent or employee of a breeder or broker who violates the standards of care established by the commercial dog breeder law commits a Class A misdemeanor. Specifies that a breeder must provide to a consumer (upon the consumer's request) certain vaccination, medication, and treatment records. Specifies the types of records that a breeder must keep and maintain for five years and requires a breeder to annually submit the records to the board. Permits a local unit of government to adopt and enforce an ordinance that imposes more stringent requirements than the requirements established by the commercial dog breeder law. (Under current law, a unit is prohibited from imposing more stringent requirements by ordinance, unless the unit adopted the ordinance before January 1, 2010.) Requires the board to make at least one unannounced inspection of a breeder's facility each year.

The worst part of this bill is that allows local governments to make it more stringent, which isn't true under current law. This needs put down.
