When are these new rules going to be TWEAKED & FINALIZED and published ON HERE ?
Also , when will the packets be shipped out to the clubs ?

2020 Rules won't be posted long before the start of the year. Otherwise, they will be using them for the remainder of this year.

Event Packets will be mailed to all clubs well in advance of their first 2020 event date.

You all should video your seminar and post it for people that can't make it. With today technology I don't think it would take much. Or video it and send a DVD to each club. Is that possible?
