Looking for good dog

Im looking for a good bear dog. Prefer a dog that rigs, starts, and sticks with a bear. If it will also run lions in snow that would be a big plus. Really need help getting my young dogs going real good. Im in north idaho so something close is preffered. I only have 1000 to 1500 for the right dog, and need a trial on paper also.
