Performance Rewards Program

Why do the second, third and fourth place Gr Nt and Nt Ch winners not get any Performance points? I thought that one of the purposes of this program was to get more Grands back to the hunts. I was just at a hunt that had 38 Gr Nt Ch's on Fri night but the second place Gr Nt Ch didn't get squat.... No picture, no trophy, no Performance Points. Now is that fair?

With 38 Grands, the second place dog did receive PRP points.
