On the entry form why does it ask if you own a E collar?

Is this a dumb question ?
Am I missing something?

just a guess on my part, but its probably a survey type thing they might be conducting on behalf of one of the companies that produce them. You know, what percentage of our entries own/use a shocking collar system?
