what are the rights ,abilities ,rules of a nonhunting guide? i have the impression that there is nothing i can really do about the goings on of a cast ,as a nonhunting guide?!
you are right. non-hunting guides have no say so in the cast at all, except for advising the cast on the ground you are guiding to. all other on goings of the hunt are controlled by the judge, and voted on by the cast members.

a guide has some input after the fact.
As far as having input while the hunt is in play, the guide has no input as far as voting or explaining rules, etc. But the guide can file a misconduct report when the card is turned back in, if they feel that has happened during the cast.

A non-hunting guide can also be sent with a cast member to handle a dog that is split to assure running a 2, confirming if a dog has moved or if a dog is on a tree previously scored.
