I'd like to suggest you take a half page ad out in American Cooner or Coonhound Bloodlines. Use the reward $ for the ad, don't offer a reward simply tell your story.
This mothod will get you a MUCH bigger audiance than the websites and if any decent person has purchased the dog and they or their friends see the ad I expect they will be glad to reunite the dog with his true owner. Be sure to include that face pic, it really is a distinguishing feature that might help identify the dog.
