Registration Time Limit???

I am wondering if it is possible to register my dog if the time limit for doing so has passed? The papers I received from the breeder I bought my dog from stated that if I didn't register my dog within one year from the birthdate, my dog would be considered deceased. I'd like to know if there are any exceptions to this rule.

Re-establish Fee

I'm so relieved I can still register my dog! Thank you!
But I'd like to know...
The $20.00 fee is in addition to the Registration Certificate Package I choose? (ex: If I choose Registration Certificate w/6 generation for $35.00, do I add the $20.00 Re-establish fee to that? For a total of $55.00). I hope I'm understanding all of this correctly. Your help is greatly appreciated.
