Is the muzzle of a black and tan puppy supposed to be tan? If it is predominately black at an early age, will it turn tan ?

How old is the pup? Young pups usually get more tan than they have at birth.

Many people like them black to the point that some would like them to have no tan at all and breed for less tan.

Breed spec call for app. 15% tan, with the tan around the muzzle, pumpkin seed spot over their eyes, and tan on the feet and lower legs.

I'm no expert.

I've seen some white show up or disappear with pups, but the Tan and Black usually stays about the same.
